Starlink Services Withdrawal from PNG
Starlink is a satellite internet constellation developed and operated by SpaceX, the aerospace and technology company founded by South African–born entrepreneur Elon Musk. While SpaceX is best known for building rockets and spacecraft, Starlink has become one of its most commercially significant projects, designed to fundamentally change how internet connectivity is delivered worldwide.
Starlink is widely regarded as one of the most advanced satellite broadband systems ever deployed. Unlike traditional satellite internet, which relies on a small number of large satellites positioned far from Earth, Starlink operates using thousands of small satellites in Low Earth Orbit (LEO). Flying much closer to the planet dramatically reduces signal delay, or latency, allowing Starlink to offer speed and responsiveness comparable to fibre or mobile broadband in many locations.
This technical advantage has made Starlink particularly valuable in remote, rural and geographically challenging regions, where building fibre-optic networks or mobile towers is often prohibitively expensive or logistically impossible. Users connect via a compact satellite dish that automatically aligns with passing satellites, providing internet access for online education, telehealth, business operations, video calls, streaming, and gaming.
Beyond everyday use, Starlink has gained global attention for its role in emergency and disaster response. The system has been deployed in conflict zones, after natural disasters, and during major infrastructure failures, allowing communications to be restored quickly when terrestrial networks collapse. Governments, humanitarian organisations, and emergency services in several countries have used Starlink to maintain critical connectivity in times of crisis.
Globally, Starlink now serves millions of users across dozens of countries, with continuous expansion underway. SpaceX regularly launches new satellites to improve coverage, speed, and reliability, and future generations of satellites are expected to further reduce costs and increase capacity. The company has also explored partnerships with airlines, shipping companies, and mobile phone providers to extend connectivity to aircraft, ships, and remote mobile users.
In Papua New Guinea, discussions about Starlink entering the market gained momentum in 2023. The service was widely viewed as a potential solution to PNG’s long-standing digital divide, particularly in rural and remote communities where internet access remains limited, unreliable, or unaffordable. Improved connectivity was seen as critical for education, healthcare delivery, small business growth, government services, and national development.
The National Information and Communications Technology Authority (NICTA), PNG’s telecommunications regulator, initially planned to issue Starlink a multi-year operating licence and entered negotiations with the company. However, the process stalled following a directive from the Ombudsman Commission that halted the licensing procedure. This intervention led to legal action, the outcome of which remains unresolved.
As a result, on 11 December 2025, NICTA formally instructed SpaceX, through its local entity, Starlink Internet Services PNG Limited, to cease providing satellite internet services in Papua New Guinea. The directive was issued under NICTA’s statutory obligations under the National Information and Communications Technology Act 2009.
Without a valid licence, the importation, installation, and use of Starlink equipment became unlawful under PNG’s ICT laws. NICTA subsequently enforced the ban, shutting down services and warning users of potential legal consequences for non-compliance. On 29 December 2025, Starlink officially withdrew its satellite services from Papua New Guinea.
The withdrawal sparked widespread public reaction. Many Papua New Guineans, particularly those in rural and underserved areas, took to social media to express frustration and disappointment, highlighting how Starlink had enabled access to education, remote work, healthcare information and communication with the outside world. For many, it represented a rare leap forward in connectivity in areas long left behind by traditional infrastructure.
As of early 2026, Starlink’s services in Papua New Guinea remain paused indefinitely, pending the resolution of ongoing legal proceedings related to its licensing. The situation has sparked broader national debate about regulation, digital inclusion and how emerging technologies should be integrated into PNG’s telecommunications landscape while balancing sovereignty, oversight, and public interest.
